I think discretion on the part of the check-in agent is key here.
Furthermore the boundaries are never clear. You allow 1kg extra, so the de facto allowance becomes 24kg, and 1kg extra is then 25kg, which you allow because it is only 1kg extra and so on. A limit has to be set and adhered to.
