Take a look at http://www.hotspotpa.com - it's a very easy to use hotspot system, it only requires that you have an inexpensive Linksys WRT54GL router with the free HotSpotPA firmware installed. It does not require you to have a server or computer, everything is handled in the WiFi router. HotSpotPA is based in the US, in Harrisburg Pennsylvania.
