Generally not true. They don't short-check bags as a matter of course. That being said, the OP will have to collect them in IAH and then just leave the customs area (with the tags still attached if you don't want the customs folks' piqued) and remove the tags at that point rather than going to the bag-drop line. Not a big deal at all.
