I am trying to book a last-minute flight tomorrow however I may not need to go so I'm requesting refundable fares only. I figure at this point a refundable fare isn't going to be too much more expensive than any non-refundable fares available at this point. However when I click on "View change & cancellation policies" the pop-up window, which takes forever to load, displays "Fare Rules Unavailable."

Now even though just underneath that link DL.com reports "This ticket is refundable. Fees may apply." I just want to be 100% sure that it is indeed 100% refundable. Also the "fees may apply" although probably not applicable to my ticket, has me wondering if there indeed may be a fee involved.
I realize I could just invoke the 24 hour rule on any ticket I purchase on DL.com but isn't it a DOT rule that there be full fare rules disclosure should I opt to read them? I wonder if an e-mail to the DOT would be in order here?

The itinerary I was pricing had one segment in A and the other in B. I modified the search to see how much more it would be if both segments were in A or F. I've had fewer problems with United.BOMB!
