Yes Paint Horse is US-based and US members can't currently do this.
They may not have a more definitive 'by the end of the year' because they haven't decided a date. The OP may wish to know so he/she can plan award travel, but hey, all of us will just have to wait.
I also don't see why the OP couldn't have just asked this in the announcement thread where a lot of us have been speculating and discussing this very item. I'm not saying that in a nasty way; it would just be nice if everyone could see the responses to this question in the one thread.

I began again for two reasons. First, the original thread seemed dead as I was the last post asking a question to which there was no response. Second, I was hoping some BA person would take pity on me, and arrange a transfer before the official start of the program. Alas I see my hopes of traveling the whole, long way in F are dashed. Is the ,and proper usage? Now I am worried.
