My Targus laptop backpack (no wheels, no handle, no hard frame) when stuffed with my laptop and accessories, measures about 8"H x 13"W x 15"L. I can just barely stuff that in the RJ145 overhead bin, so I think the OP will be ok. I'd estimate the bin opening is about 8" high and 14" deep.
