That said, the best way to avoid the problem is to leave your liquid bag in your case. Yesterday at Hamburg was the first time this year (I fly nearly every week) that my liquid bag was discovered and sent back for checking again.

That said, I don't think the OPs bag falls within the regs, though. Mine also zips and is not a "proper" seal.
I have zipped ones and these were purchased at JFK as TSA approved, never had problems with them
