Good lounge vs bad lounge isn't really that important here. But the precedence that it sets is troubling. We should ensure that if we are allowed access, we get access, whether or not the lounge is up to snuff.

The precedent is that IAD has historically had issues properly following the rules. How long did it take before they actually started giving out drink chits?
So the fact of the matter is, the customer should have been granted access, and IAD behaved as expected by telling him no.
