Just curious Dov, are you comparing a prepay rate to a non-prepay? Because, in general, when I log in with my Gold account, no prepay rates appear. (This is not always the case; I have seen the prepay rates from time to time when I log in, but in general.) But, I have checked rates without logging in and seen prepay rates that are sometimes less. I've never actually booked with the prepay rates though.

I have checked this at times and never come up with a scenario where logging in gives me a worse rate, unless I am comparing to the prepay rates. I am going only by the US site, if that makes a difference. It doesn't make sense of course that you should be charged more just because you are logged in. But, then, it wouldn't be the first or last time Hertz did something that didn't make sense....
