When I have used bereavement fares, I have always been able to pay the reduced fare--even on international travel. Provided that you have the name of deceased, and the contact information for the funeral home, the reservations agents can handle it.

Once they have confirmed eligibility, they process the charges, and you pick up a paper ticket at the airport on departure.
