Ergo, for fairness and logic sake put the big one up first. If there is still some room left put the small one, too. But only if the cabin doors are closed and it is quite clear that there is still some room left. Then put coats on top.

If there is no more room, don't sweat it. Put the bag in your footspace for take-off and landing. This is actually a good safety device because your feet cannot swing forward and break your shins on the seat edge in front of you. Now for five minutes you will have to endure the safe position. During the flight put the briefcase under your own seat behind your legs. You gain room and nobody is disturbed.

Problem solved and no reason to give yourself or others any grief.
