T-Mobile has lots of inexpensive, prepaid phones. Take a look http://www.t-mobile.com/shop/phones/prepaid.aspx

Just go to the "store locator" at the top of the web page and type in "San Francisco, California". No additional data is required. As you can see, there are quite a few in the downtown (CBD) area.
