Well, it all depends on where you bought them. All cheap Y tickets sold by BA directly should be upgradeable (and changeable) for a fee. However tickets sold elsewhere (like expedia or via a regular TA) can be completely restricted.

And only tickets bought directly from ba will have the online MMB change/upgrade possibility, even if the fare rules allow it. Only exception is the special OLCI upgrade option, which can be available no matter where the ticket is bought.
