Actually, the normal practice in Taiwan is to dispose of toilet paper in a bin next to the toilet bowl. Non-solvent toilet paper is still quite commonly used in Taiwan, so it is customary to have a bin in each stall for that.

But if they didn't put a bin next to the toilet bowl, then I'm not sure what they expect you to do, as nobody would be expected to take used TP outside of the stall to be disposed!
