If you check them through, only the first airline will charge for the bags. Have the ticket information for the second PNR available at check-in. On the return, you'd be charged by AA for the luggage (using domestic not international limits).

BTW - don't forget at IAD you'll need to collect the checked luggage, go through customs and then re-check the bags, no big deal but it is a required step in the process.
