I just discovered this quirk today, too. My next trip is on a DL ticket, operated by NW. The Delta site showed me the seat map and available seats, but I had to go to the NW site to make changes.
BTW, my route is TPA-DTW-SFO and SFO-MSP-TPA. Three of the upgrades cleared at 6 days, and the fourth at 5 days as a PM on a U fare. I'm sure traveling on Wed/Thu helps!
