Apparently I was wrong. On Thursday morning (Israel time), I booked a TLV-FLL-TLV itinerary for the same night. Economy was completely sold out and only two seats showed for Biz, but I was still able to get it on an I fare.

So when are I fares sold and when do you have to buy full fares?
Delta uses "I" as a discounted business fare. It can have a 7 day to 50 day AP (varies by market and what ever DL wants) and has very large penalties for changes and cancellations. It may also have min (Saturday night or 7 days) & max stay requirements (usually 30).
When they show up as 7/14 day AP in certain markets it is to drive higher revenue on light loads.
