Each side (bank and credit card) blames the other for running it through as a cash advance, not a purchase. I have had an identical experience. The credit card CSR basically said these things almost always come over as cash advance requests contrary to what the citi banking folks say. Today I was on the phone once again with a banking rep who after hearing my frustration, explained how the process worked. She said they log in the request to charge the credit card and another department handles the actual request. She said in light of my problems that she could write a special note that these requests have been going through as cash advances not purchases. Can't say that I'm optimistic that this will solve the problem though.
