In my experience small airports can be either lightning fast or super lame. My supposed reason for this is that if they consider themselves a "real airport" and take pride in what they are doing, the short distances help. If that is not the case then they become slouches.
Mid-size airports like my home airport AUS are pretty good in general about the baggage claim times. The luggage is there usually 20 minutes after touchdown. I really think one has to calculate those times as a function of after touchdown or better after "at gate". The time it takes you to get to the baggage claim can vary wildly. This system evens it out.
I actually do not like it if they are too fast. If they are so fast that the bags are already on the belt but I am not there, I have no control over somebody mistakenly or not taking my bag.
