This is questioned and answered numerous times. A search should yield more than what you would need.
The policy has been there since day 1 of the program. Each flight point has to be matched by each purchase point to be transferred. The bonus points when you activated the card count as purchase points, but you do need 40K purchase points to match 40K flight points.
I guess but they DO transfer all flight points even though it was way bigger than my spending points. I don't know what is the exact rule of this.
All my flight points transferred on Feb and June statement but not all points converted in July and August.
