I'll believe it when I see it.
Look at Jetblue - don't they already have the authority to fly to Canada? But they still don't. It's a hard market to work for a US-based LCC.
I'm not saying I think a Virgin America (or Jetblue) can't or won't ever come to Canada. But I can see the barriers for those kind of carriers to come to Canada as very high, especially with multiple domestic US destinations that are probably easier to make work, where passengers will pay less money for a flight, but the carrier can make a the same amount or more profit. Seeing that, its probably difficult at best to get the board of a carrier to approve something like that.
