You have to use your room key to access any of the floors that have guest rooms on it. I think all SIN hotels may do this for security reasons. I think the Executive Floor lounge is on the 30th floor. Did you see the lounge? If the lounge was open, you wouldn't have eaten at Oscar's like I had to.
