I've found that my upgrades in HIs and HIXs are very dependent on the age of the property. Newer property=more likely to be upgraded. I suspect that the newer properties have more suite-type rooms, but I also feel like the newer properties care more about PC members. Maybe the HI franchisee brainwashing hasn't faded yet.
