Amanusa's beach is a buggy ride away from the main hotel complex. It has its own beach cafe and I have seen outsiders having lunch here once (although maybe they were doing work for the hotel), but not going on the beach. I suspect that you would not be allowed on the beach as Aman are very protective of the privacy of their guests.
Frankly, you would be better off staying at Amanusa, especially if you are going to stay at Amandari. They will arrange complimentary transfers between the resorts and you can settle the whole thing with one bill instead of two.
