No, one does not. The issue of a passport may be made conditional upon other things, as the Government of India has indeed chosen to do.

The Indian law EXPLICITLY recognizes more than 1 master for minor children.
One might argue that a minor child does not enjoy the full benefits of citizenship (eg. voting, etc...) so does not share the full responsibilities either.
