If you were not PM at the start of a year, when you passed the 75K mark, you would get your PM credentials (valid for the balance of that year, the next year, and up to Feb.28 of the following year) and your 6 PMU's (valid for one year from date of issue). The next year, when everyone else is getting their PM credentials, you would not get 6 more PMU's. You have a very long dry spell until the following year (assuming you qualified again).

In short, the only time you don't get PMU's in the first part of a year is when the prior year you made PM after starting the prior year not as PM.
