yep. We have non-citizens in the official employment of the US government and who require travel as official US government employees and use official passports. Ironically the passport is endorsed that it is not valid for entry into the USA (not all maroon colour Official passports, mind you, just the ones that belong to non-citizens working in an official US capacity).

I routinely travel with said individuals.
