Having a foreign citizen became a barrier to keeping your clearance as a result of an executive order. If your circumstances indicate sufficient foreign influence/interest, you can be denied clearance even if you are not a dual citizen. Therefor the assertion that the U.S. neither discourages, nor encourages dual citizenship is not a correct one.
To digress from the OP a moment:
Which exec order was that?

My TS-SCI renew as a dual citizen took all of 5 months last year (granted I got a rush job from OPM) but I can list you a dozen dual citizens that have received medium and high risk clearances from OPM in the last year with no problems whatsoever. I've submitted non-citizens for clearances at levels higher than many a gov't pog and had no problems. I've had non-citizens issued US Official passports and as a dual citizen still have mine.

I am curious as to what exec order or federal code you are refering too?
