Yes. Just returned from Dublin in J. Despite e-mailing AA customer service, who told me that one bassinet is available per plane, and that could be fitted to the wall against the bulkhead seats, I can tell you categorically that there is no place on the wall in business class to attach a bassinet. Nor was a bassinet available on either our outbound or return flight.

As someone else noted, 17 months is probably pushing it for having your baby comfortably in the bassinet.
