Isn't this the key? Trying not to generalise (but I will), I have rarely had this problem ex-UK when flying LX or LH, or internationally with SA and NZ. It seems Star Alliance has the edge.
As for arrivals into LHR, the airlines appear not to be in control of baggage delivery.
