I have ALWAYS been able to log in to my account immediately after opening my account online. Do you not take note of your account number when you create your account? They give it to you in the final step of creating the account. They even say 'print this for your records'. You can use this, you absolutely do NOT need your debit card to log in online. And yes, I even set up online bill pay without having ever received my card. In fact I was able to instantly pay a couple of due credit card bills (well, with the 2 day electronic pay window).
I have had problems similar to the previous poster. I had to fax the utility bills, copies of SSN, etc and even then it did not go through and I had to make 5 calls to get 1 account.
No they do not always give the account number, especially with the USA application. Unless you get the debit card, nothing moves.

I have also been trying to use my Citi AA mastercard to fund this account. The experience has been awful. Each side (bank and credit card) blames the other for running it through as a cash advance, not a purchase. I have spent a considerable amount of time at this point with customer service reps, none of whom have been capable of taking action or responsibility. I have nothing but admiration for the many people on this board that have been successful with this promotion. I can't figure out what more I can do to get Citi to process this properly for me.
I have had same problem once with Citi card and do not use it any more.
