As a comped 1P (if thats the same as PE) I was allowed into the RCCs on any flight that was on my Intl tkt
I dont see the need for blowing the $200 unless the TATL fare is an Upgradeable 1, or the benefits outweigh the $200
I have my 1st fligt as a 1k next week and sitting in E+ and dont expect it to be any different then the ones I took while being a 1P
