If the buy up is offered, pay for it immediately. Add the Elite one pass number back in. If CO tries to charge, call them on their tomfoolery and dispute the charge. Seems like this strategy although painful and annoying would limit some of the abuses that CO's current system seems to be creating.
Right -- it'll just pass right by you. What if, as a Silver, I'm waiting for the 24 hour EUA to run, and I try this strategy? How do I know I wouldn't have gotten the upgrade if I had just left my OP number in the reservation and left well enough alone? Also, when you say "If CO tries to charge..." -- what charge are you referring to ? The Buy-up you just bought? Why shouldn't they charge for that? You took them up on it, and the seat was not available for EUA because they wanted to "sell it" -- at whatever price they decided to charge at the time.
Admittedly, I might not be understanding your strategy correctly. I think the risk is still there, if only the risk of causing yourself 'pain and annoyance.'
