I'd be skeptical about anything < 1hr for pre-clearing. My experiences in YOW and YUL have been unpredictable. Never connected at YOW, though.

That said, what days are you looking at? I picked some random days and there is spotty availability for YYG-YYZ-SFO and YYG-YUL-SFO.
