"Flexible" rate -- what does this mean?

In searching for rates on the HHonors website recently, I have come across a rate described as "flexible."

For example, "QUEEN HILTON RM - FLEXIBLE RATE."

Of course it is listed next to a specific price. But does the term "flexible" imply that somehow, it can be negotiated downward once you are at the hotel???
