In prior years, there was no clear pattern for predicting when these offers would appear.
Sometimes the offer was in response to another airline making the offer. I recall at least one time when there was a charge accompanying the offer.
The DEQM offer is a marketing technique that brings in a lot of revenue.
I think there is a good chance the offer will come again next year or even later this year.
