Well, first of all, those are not SPG promotion codes. An SPG promotion code would be something like SPG35, SPG50, and perhaps even SPGCP, although that entails the use of Starpoints to discount a combination of cash and points.
Secondly, a hotel is very much in charge of its own financial destiny and the onsite revenue manager is the king of the realm in that regard. Perhaps the revenue manager of this hotel decided that they did not want to participate in ZBT, Z6H, or any other Z?H promotions. It could be that they are getting along swimmingly without them. If that is the case, then that might explain why aren't participating.
Nevertheless, asking me or Thyetus to explain why this happens can only generate a response such as this one. To get the real skinny on that, you would have to quizz the revenue manager of the property itself.
I can tell you, however, that the SPG50 rate is working for your travel dates. You would have to call the Customer Contact Center nearest you and you would have to book two reservations to get it for all seven days, but it's there right now.
