My credit cards sent a notice that they will always charge a foreign transaction fee for ANY use outside of the US (the issuing country). This specifically said that no matter what currency the charge was made in, a fee would be charged.

This must have been in response to many users assuming that since the charge was in US $ there would be no fees.
