I can assure you that it is not uncommon when issuing a ticket to have to manually put in the baggage allowances , in fact when I was an agent LH tickets ex New Zealand often required this , LH used to offer a variety of options on their nett fares ex New Zealand such as purchasing extra sectors within Europe , or buying an upgrade on LH operated longhaul services as well as offering either AP or EH routings and often several different allowances would apply on the same ticket eg an economy ticket but with upgrade to business class purchased on LH longhauls you could end up with the following
AKL NZ ( economy ) HKG ( 20kg)
HKG LH ( business ) FRA ( 30kg )
FRA LH ( economy ) FCO (20kg )
FCO LH ( economy ) FRA ( 20kg )
FRA LH ( business ) LAX ( 2PC )
LAX NZ (economy ) AKL (2PC )
it was fun having to try to explain to pax that their baggage allowance changed sector by sector , but it did , and believe me , if we ticketed with an overgenerous allowance and were caught we recieved an ADM from LH .
therefore , in my opinion , if the fare details have to be manually built up for the issue of the ticket it is unfortunately quite possible to issue it with an incorrect baggage allowance on one or more sectors
