I didn't think that a ticket was issued with a variable weight allowance, i.e. BD could issue a ticket 2kg below the actual amount. (Or with 2kg more for that matter) It sounds a lot more like someone at LH giving you the brush off.

The charge was applied and collected by LH. If you believe this was done incorrectly, then they would be the ones to refund it.
