Even without PP, I'm concerned about how busy the SC will become once DMs get this benefit...
PM's all used to get the benefit, and DM will be a very small subset of the current PM pool, and many DM's already having a way to access the SC's. That doesn't leave very many extra DM's getting access due to their DM-ness.
