Oktoberfest surely has heavy demand for hotel rooms, but probably not so much at the Kempinski at the airport. It's simply too far away.
Hotels in the city centre are surely chock-a-block.

If you really need the room just book it and send the bill to LH later, making sure that you get some kind of statement in writing from someone at Kempinski denying you the day use room.
