1. looking at my record the tier points were deducted on the 9th, so I would infer midnight on 8th.

Can't answer 2. definitely but don't forget that it is the Tier Points earning year that expires on 8th of month. The Benefits year/card expiry year is some 7 weeks later.

If you are worried about earning tier points, then a call to BAEC will often result in points earnt on the cusp of the year being allowed/counted.
