You are comparing UA E+ with ANA Premium Economy, which is almost apples-oranges. If you can afford Premium Economy, then that is the way you should go. Premium Economy seating on ANA compares favorably with most domestic first class seats on US-flagged carriers with far better food and service. They do, as noted, cost at least double the regular economy fare.
On the other hand, if you compare UA E+ with regular economy on ANA or JAL, UA wins. Regular economy on ANA is 16.5" width and 31" pitch. The premium to "buy-up" to UA Economy Plus from regular economy is far less than the Y to Y+ price on ANA.
Whatever your pocketbook can afford.
