I spoke to someone at SFO and they've only recently flagged fastrak only exit lanes, but apparently the problem arises when a fastrak user enters the garage from a non fastrak lane, takes a ticket, and then expects to zip out the fastrak exit

Then they fumble around to pay with a credit card once they finally figure it out.
Incidentally, the fastrak exit does give you a printed receipt. I have my transponder linked to my business credit card so it is very convenient that way.
