To be clear, there was no enforcement from Canada for Swiss to honor the fare, but Canada encouraged Swiss to negotiate a reasonable solution in advance of Canada going through all the rules and regulations. And that's what Swiss did with those in certain situations.
May I say as a Canadian that sounds like a quintessentially Canadian way to deal with the problem.
Now, since this happened in the US I assume everyone will be off to court if things don't work out.
