Specifically, only if you use the "opaque" mode on those, where you don't know that you're on UA until after you purchase. But with a tour package, that is generally not the case - the OP seems to know s/he is on UA already, so it's probably not opaque and therefore probably (though I can't be sure without the fare rules) upgradeable.
