Excess baggage with stopover

Question on excess baggage charges to North America. I have a flight coming up in Y class.

MAA-HKG; one day stopover (28 hours); followed by HKG-SFO.

Plan to pay USD 50 to increase baggage limit from 23 kgs to 32 kgs on the first segment. Since I have more than a 24 hour stop-over, I am assuming I will be forced to re-check in my bag for HKG-SFO. Does that mean I have to pay the 50 USD twice; for each segment individually?

Any possibility of getting a waiver for the second segment using the payment receipt from the first segment? Thanks!
