NWA just did the same thing to me. Flight was $275 on nwa.com; $250 on Orbitz. Booked on nwa.com and filed claim....denied.
They did refund the difference in fare but said that at the time they 'processed' the claim, the $250 fare was available, so I'm not getting the $100 TCV.
If you ask me, this is all pretty shady - of course if they wait long enough to 'process' the claim, they have time to change things in their favor.
Shouldn't this be based on what was valid when the claim was MADE, not when they get around to looking at it? 
Yes. I believe the major bullet-point of the promotion was that if you could measure and document that a ticket was available for the same flight/date/time/fare on another site, at a lower cost, then you'd get the difference plus a TCV. If you can do that,
specifcally the same flight/date/time/fare, email via TTY until you get what you want. You might have to do it until they pay you to go away, yet that seems to be normal process (
mentioned in this and/or other threads).
