I agree, but the OP is looking at catching an EWR-IAH flight that arrives at 2pm which means they would be flying DCA-EWR in the morning. That certainly reduces the risk but I'm still not sure it is worth it. The unanswered question thus far is what the connection time in EWR is booked at right now. Plus, there are more flights EWR-IAH that will arrive in the 4 hours between the OP's scheduled arrival and the IAH-SMF departure.

I doubt the OP will misconnect but I probably wouldn't do it anyways.
